Renewing the legal framework for the audiovisual sector for what reason?
Before our eyes, for thirty years now, the French audiovisual landscape has never ceased to transform:

The objectives of the new audiovisual bill

The main measures of the bill
- Finance French and European production by setting a new mechanism for financing French production, which can be prescribed for foreign players. To do this, it will be necessary to strengthen the role of the CSA through a more defined legal and regulatory base and professional negotiation. According to the schedule, this will take place in 2020, just after the entry into force of the law and the implementing decrees.
- Stream more movies on television in order to allow viewers to have access to motion pictures throughout the week. To do this, the removal of outdated regulations will be mandatory in order to initiate broadcast restrictions on certain days.
- Relax advertising rules in order to allow television channels to compete clearly with digital players without increasing the volumes of advertising offered. As a means, for cinema films, an authorization for “segmented advertising” and a supervised and experimental opening of advertising will take place from January 2020.
- Develop the skills of the CSA (current 2020) so that new digital players can enter its field of expertise.
