Terrorism is a term used to describe violence or other harmful acts. Walter Laqueur, expert on terrorism, identified more than 100 definitions in 1999 and concludes that "the only generally accepted general characteristic is that terrorism implies violence and the threat of violence". Most definitions of terrorism include only acts intended to create fear or "terror", are perpetrated for an ideological purpose (as opposed to a "crazy" attack) and deliberately target "non-combatants".
