نبذة تعريفية عن قطر

In Qatar, 80% of the 2 million people are expatriate workers, and the 20% of Qataris have the highest GDP in the world. Foreigners are generally considered very little, while forced labor and trafficking in human beings have become major problems.  Migrant workers face domestic violence, sexual abuse and deplorable living conditions. Qatar is an absolute monarchy where the emir is both head of state and head of government. There is no electoral system or political party. Wahhabism, the strict and puritanical version of Islam, is the official religion: the law of the family is based on sharia. Leaving Islam for another religion is considered a capital offense. If Muslims have the right to meet in public, Christians can only meet in private or in spaces designated by the authorities.
Sources of Persecution

In Qatar, persecution stems from a rigorous interpretation of Islam and a high level of control over society.

The Qatari Constitution states that "everyone is free to practice his religious rites in accordance with the law and with respect for public order and morality". In fact, Christians face restrictions in the expression of their faith.

If an immigrant Christian is accused of having spoken of his belief in a Qatari, he will be deported and / or his visa will not be renewed.

Christians of Muslim descent are persecuted and must practice their faith in secrecy under pain of severe family persecution, even to death. However, since independence in 1971, no cases of execution or other punishment for apostasy have been reported.
With an area of 11,586 km² and a population of 2.6 million, the State of Qatar is one of the smallest states in the Gulf. On the other hand, the economy of Qatar is the most dynamic in the region and the richest per capita is the highest.

Becoming independent in September 1971 after 55 years of British protectorate, Qatar refused to be integrated into the Federation of the United Arab Emirates. Since the end of the nineteenth century, the country is a monarchy whose Emirs are from the Al-Thani family. On 25 June 2013, Sheikh Hamad bin Khalifa Al-Thani, who had taken the throne in 1995, abdicated in favor of the crown prince, his son Sheikh Tamim bin Hamad Al-Thani.

On the economic front, Qatar has recorded remarkable growth. After 10 years in which the Qatar economy was the most dynamic in the world (+ 16.7% in the period 2004-2011) thanks to the increase in the production of liquefied natural gas, the Emirate entered a new Phase of its economic development. Growth (4% in 2014, 3.6% in 2015 and 2.6% in 2016-forecast) is now driven by non-hydrocarbon activities. The decline in oil prices does not call into question the dynamism of the Qatari economy, whose financial position remains robust (AA rating with a stable outlook by the major rating agencies).

In terms of GDP per capita, Qatar became the world's richest country in 2010 with purchasing power parity (in 2015, US $ 132,870 in purchasing power parity, US $ 68,940 in 2016, $ 129,726 in purchasing power parity, $ 60,732 current).

Its economy, however, still relies heavily on hydrocarbons, which account for 50% of wealth creation, 94% of exports and 80% of budgetary revenues.

With its third world gas reserves, Qatar is the world's largest producer and exporter of LNG (capacity of 77 million tons), its oil production (680,000 bpd on average to which must be added more than 1.2 million condensates ) Has been declining steadily since 2008, with a growing emphasis on petrochemicals.

Thanks to the considerable financial resources generated by the gas rent, the authorities have chosen a proactive policy centered on massive investments abroad via the sovereign Qatar Investment Authority (QIA), the implementation of a " A vast program of modernization of infrastructure (urban development, roads, metro and railway public transport network, new commercial port, new international airport, leisure and prestige infrastructures, etc.) and finally the diversification of the economic fabric, Industry (downstream oil, steel, aluminum, etc.) and in services (air transport, tourism, financial services, information technology, hosting of international events). Finally, Qatar aims to develop a knowledge-based economy by investing heavily in education, research and development.

Its intense diplomatic activity and numerous economic initiatives have enabled Qatar to become an important player on the international scene. In particular, the creation of the Al-Jazeera Arabic and English-language news channel contributed to the recognition of the Emirate and the development of its influence. Similarly, Qatar is now famous for hosting sporting events such as the Asian Nations Cup (2011), the Pan-Arab Games (2011), the Men's World Handball Championship (2015), the Championships The world of athletics (2019) and especially the organization of the World Cup of football in 2022.

On the bilateral level, France and Qatar have long established close relations in the political, cultural, but also economic fields. In addition to trade, which is growing (the amount of our exports has multiplied by 4 between 2010 and 2015 and 2016 is the 2nd year in terms of the amount of exports after the record of 2015), the hundred French subsidiaries present On the spot is very active on the many large contracts in progress. Likewise, our country is one of the main destinations for Qatari investment abroad, with several equity investments in major CAC 40 groups, investments in real estate, sports, hotels and communication.

In this context, the Doha European Union intervenes to develop bilateral economic cooperation (representation of French economic interests with administrations, local institutions and bodies, dialogue with the authorities) and to promote official economic visits. It monitors Qatari public policies and accompanies exporters in major projects.
