What is the Insured Vehicles File (FVA)?

The creation of the file of insured vehicles (FVA) was introduced in the law modernizing the justice of the 21st century of 2016. However, it was decided during the Interministerial Road Safety Committee of October 2, 2015.

    The FVA was created to combat driving without insurance by facilitating checks by law enforcement. This file follows in particular the following observation: in 2016, there were 235 road deaths involving an uninsured vehicle, or 7% of road fatalities.

Thus, the file of insured vehicles lists all vehicles registered in France with the aim of limiting the lack of insurance and consequently reducing accidents. Finally, it facilitates searches for the identification of vehicles in the event of hit-and-run, theft or trafficking.
FVA, how does it work?

The FVA is made up of the Association for the Management of Information on Risk in Insurance (AGIRA), and supplied by all insurers in France. The latter must transmit to AGIRA all the data relating to the vehicles they insure: the vehicle registration, the name of the insurer and the number of the contract with its period of validity. Brokers, insurance companies, intermediaries ... all insurance professionals must feed the FVA.

The File of insured vehicles is then sent to the police, who can use it during road checks since January 1, 2019. By consulting the FVA, the police or gendarmes can find out whether you are driving without insurance or not. The data from the FVA are crossed with those from the Vehicle Registration System (SIV), itself managed by the prefecture.

The FVA is also useful for the Guarantee Fund for Compulsory Damage Insurance (FGAO). Indeed, by consulting this file, the FGAO will be able to develop prevention and awareness actions among uninsured people. Which vehicles are affected by the FVA?

The FVA concerns all vehicles for which insurance is compulsory. However, the taking effect is done in 2 stages:

    From January 1, 2019: two-wheelers, cars, trucks, trailers over 750 kg as well as garage, fleet and concession contracts.
    From January 1, 2021: trailers weighing less than 750 kg and agricultural vehicles.
