A common cause of this condition is a loose bulb in the socket. If the bulb flickers, tighten the socket or replace the bulb/socket to restore proper operation. If the entire system flickers (all bulbs flash), wiggle the taillight fuse, relay, and associated wiring at the headlight/taillight switch.
