The only requirement is that the base color be unlocked. You don't have to use it in any form. If you have it unlocked, the counter will work when doing dungeons, kills, or world quests. If the dungeon requirements state that they must be Legion dungeons, World Quests can be completed from any content.

Yes you can. All Artifact spawns are still available except for the Mage Tower challenges. These were intended to be a solo challenge to unlock a cosmetic and would be trivialized by level 120 characters.

It is the highest DPS 2h sword in the game. It is one of the two best DPS weapons in the game along with Dark Edge of Insanity due to AP normalization and Weapon Warrior talents. MoM is a major shame, but the Mace spec is vanilla garbage.

Dark Edge is better for PvE and PvP. It does more damage, has more power, has an impressive PvP proc, and is only eclipsed by its reduced stamina. Dark Edge is better in PvP, the proc is absolutely groundbreaking.
